Project Chatter silences gun, drug trafficking

The Guns, Gangs and Drug Enforcement Unit nabs 32 illegal firearms and $7 million in drugs through an investigation supported by multiple police services

York Regional Police investigators arrested 23 suspects in connection with a probe into firearms and drug trafficking in York Region and the Greater Toronto area.

The investigation, dubbed Project Chatter, was launched in October 2024 by the Guns, Gangs and Drug Enforcement Unit.

Detective Sergeant Sean Whittaker said officers began investigating a suspect who was believed to be trafficking cocaine.

“We used various investigative techniques before an undercover operation began, which resulted in police purchasing 18 firearms and 11 kilograms of cocaine,” he explained.

Undercover officers also secured large quantities of fentanyl.

According to Detective Sergeant Whittaker, officers identified additional people tied to the suspect’s network.

While Project Chatter was a York Regional Police-led investigation, the Niagara Regional Police Service, Peel Regional Police and the Durham Regional Police Service provided support.

The investigation was part of a larger strategy between the police services to combat the trafficking of fentanyl explained Detective Sergeant Whittaker, adding that police services work collaboratively to source information.

“We want to arrest and prosecute the traffickers of fentanyl to the fullest extent that we can,” he said.

When there is a fatal opioid overdose, the Guns, Gangs and Drug Enforcement Unit will open a separate investigation, parallel to the death investigation, to determine who sold the fatal dose of the dangerous drug and build a case for trafficking—which carries a significant criminal penalty.

Still, working to fight opioid use in York Region communities extends beyond investigations. Detective Sergeant Whittaker and his team often host presentations at community organizations and shelters to teach employees there about the signs of an overdose and safe handling of fentanyl.

And while the unit works to reduce harm from dangerous drugs across the region over the long term, Project Chatter made an immediate impact.

Officers executed 15 search warrants in Richmond Hill, Toronto, Ajax, Scarborough, Etobicoke, Mississauga and Niagara Falls. As a result, 23 people were arrested and more than 300 charges were laid.

A total of 32 illegal firearms, drugs with a street value of over $7 million, more than $130,000 in Canadian currency and $18,000 in American currency was also seized.

The impact of this investigation was “massive,” Detective Sergeant Whittaker said.

“Each bullet that we get, or each gun we get, is one less bullet that can be fired at somebody,” he said. “And now hundreds of thousands of potentially fatal doses of fentanyl are also off the street, and our community is safer.”
