A joint-forces operation involving police services in Ontario and Quebec put an end to a series of violent incidents and resulted in 13 arrests

Following a series of violent incidents across southern and eastern Ontario and in Quebec between April 15, 2024 and March 20, 2025, a joint-forces operation dubbed Project Wrangler resulted in the arrest of 13 individuals and the dismantling of a violent criminal group.

Investigators identified suspects believed to have been operating a criminal organization, determining the suspects were responsible for a number of incidents including a murder, attempted murders, an attempted kidnapping, armed carjackings, armed robberies, armed home invasions and more.

As a result of the investigation, six search warrants were executed at five locations from between April and December 2025.

In total, four youths were charged in connection with Project Wrangler. The other individuals arrested were adults.

“We were focused on adults who were utilizing youths to conduct this violent crime,” Detective Constable Matthew MacDonald of the Hold Up Unit said.

Detective Constable MacDonald said the collaboration between police services was “100 per cent necessary” to achieve a positive outcome in Project Wrangler, as the criminals “had no problem crossing jurisdictional lines” and crossing provincial borders.

He said having access to other police service’s databases, and working closely with several agencies, including the United States’ Drug Enforcement Agency, was essential in the success of Project Wrangler.

At a press conference in November 2025, Chief Jim MacSween said he was “proud of the teamwork, professionalism and tireless efforts of all involved in Project Wrangler.”

“The success of this joint-forces operation is a testament to the strength of the partnerships we share, not only locally, but across the province and the country,” Chief MacSween said.
